As an established and recognised welfare organisation, the
National Executive Board and some services of Free State Care in Action have,
for quite some time, also been involved in the empowerment of developing
community and non-governmental organisations.
This empowerment entails, inter alia, that the institutions receive management
training and financial management training, and are also advised regarding the
attainment of their optimal level of functioning. Practical assistance is also
provided, and meetings are attended from time to time.
In many cases, developing community and non-governmental
organisations do not qualify to apply to major donors or the National Lottery
for funding, and Free State Care enables them to do so by means of partnership
applications.

For instance, the Lottery Board granted an amount of R1,5 million to the Free
State Care National Executive Board to empower developing community
organisations such as the Faith Centre, Iphahamiseng and the African Day Care
Centre in Bloemfontein and the surrounding area.

In such a case, Free State Care (acting as partner) ensures that the allocated
amount is used for the purpose it was requested for, that the project is managed
effectively and that the donor receives a full report on the progress of the
project.
